Animal Care and Use Committee (ACUC)

This committee is responsible to the URC for the conduct of all research involving animals by performing the following duties and functions: -

  1. To protect animal welfare by minimizing excessive thirst and hunger, pain and injury, fear and distress, and allowing animals to express their natural behaviour.
  2. To minimize the number of animals used in research by replacing the animals (whenever possible) with other alternatives.
  3. To improve the techniques engaged during research.
  4. To minimize the impact of the animal and public consciences.

The ACUC comprises at least four (4) persons, each of whom is appointed to represent one of the following categories:

  1. A trained practising veterinarian with experience in the biological and clinical characteristics of the species of animals used.
  2. A qualified person or scientific researcher with appropriate experience in the use of animals for scientific purposes.
  3. A lawyer or an advocate who has knowledge and experience in animal ethics and other related matters.
  4. A non-scientific person representing the general community who is not affiliated in any way with the IIUM and not a member of the immediate family of a person who is affiliated with the IIUM.
  5. An expert in the relevant research area, preferably from a scientific background, experienced with animal handling, and holds a senior position within the IIUM shall be the Chairman of the ACUC.
  6. RMC is the Secretariat for the ACUC

IIUM Biosafety and Biosecurity Committee (IBBC)

 

 

About IBBC

IIUM IBBC (Institutional Biosafety and Biosecurity Committee) is responsible to oversee research and teaching that deals with Living Modified Organism (LMO), infectious and potentially infectious agent/materials and biological toxins. It is formed with the objective of protecting humans particularly the IIUM community and the environment from the harm of activities related to the biological agents. It is also formed partly because of following the government requirement to adhere to the Biosafety Act 2007, Biosafety (Approval and Notification) Regulation 2010 and other related regulations. IIUM IBBC was registered with National Biosafety Board (NBB) on 9th September 2015.

The IBBC is composed of members who are appointed by the Rector. Members should represent the organisation and may include representatives from the community at large. Members will collectively have experience and expertise in LMO/recombinant DNA (rDNA), infectious and potentially infectious agents/materials and biological toxins research and the capability to assess the safety of research involving LMO/rDNA, infectious and potentially infectious agents/materials and biological toxins, and identify any potential risk to public health, animal and plant health or the environment posed by such research.


The IBBC comprises of:

1. Chairman
2. Biosafety officer
3. Members


The functions of IIUM IBBC include but are not limited to the following:

1. Providing guidance for safe use of biotechnology
2. Monitoring activities dealing with biotechnology
3. Establishing and monitoring the implementation of policies and procedures for the purpose of handling LMO, infectious and potentially infectious agent materials and
biological toxins
4. Determining the classes of Biosafety Levels (BSL) for contained use activity for the
purpose of biotechnology research and development undertaken within a facility
where the IBBC is established.

Research Ethics Committee (IREC)

This committee is responsible to the URC for the conduct of all research involving humans and human samples by performing the following duties and functions: -

  1. To ensure that the research conforms with proper guidelines for human rights, compliance with the law, conflict of interest, safety, and health;
  2. To protect the University against potential legal implications due to unethical conduct in research involving humans; To care for vulnerable individuals who need additional protection during research; 
  3. To ensure that IIUM research conforms with any legal and regulatory requirements.

Members of the IREC shall comprise the following: -

  1. A minimum of eight (8), and a maximum of twelve (12) members. The membership is an equitable representation including academicians, clinicians, scientists, non-scientists, members of the community, a lawyer/expert in ethics, a social worker/layperson/teacher/a religious scholar
  2. The committee will consist of a Chairperson, an alternate chairperson, a secretariat, and 7-12 active members who represent an appropriate balance of professional, ethical, legal, cultural, educational, spiritual, and community interests.
  3. The IREC is constituted according to the requirements of the University.
  4. An expert in the relevant research area, preferably from Medical background, shall be the Chairman of the IREC.
  5. The RMC shall provide the Secretary and the Secretariat for the IREC.

Research Evaluation Committee (REC)

This committee is responsible to the URC for the conduct of all research by performing the following duties and functions: -

  1. Handling evaluation of research proposals submitted through the Centre of Studies;
  2. Monitoring and assessing the progress of the ongoing project;
  3. Arranging evaluation of research output, suggesting any changes, if necessary, and recommending to the URC to approve the Research Output;
  4. Evaluation of the application of the research exhibition;
  5. Evaluation of commercialization potential of Research Output;
  6. Recommendation of a method of commercialization;
  7. Review of Licensing and Commercialisation Agreement; and
  8. Evaluation of establishment of start-up/spin-off companies.

Members of the REC comprise the following: -

  1. Director of RMC as Chairman;
  2. The Deputy Directors of RMC as the Secretary.
  3. The Heads of Research of relevant KCDIO;
  4. A representative from the Finance Division;
  5. A representative from the Office of the Legal Adviser; and
  6. Any other person appointed by the Director of RMC.

University Research Committee (URC)

This committee is responsible to the Senate for the conduct of all research by performing the following duties and functions;-

  1. to formulate research policies, rules, and regulations concerning the research activities of the University;
  2. to provide overall supervision in the conduct of all research activities of the University;
  3. to ascertain that all research activities are in line with the University’s aspirations to maintain the standard required by the University;

Members of the URC comprise the following: -

  1. Deputy Rector in charge of Responsible Research and Innovation as Chairman;
  2. Legal Advisor;
  3. Director of RMC;
  4. Deans and Directors of KCDIO;
  5. Deputy Directors of RMC;
  6. A representative from Academic Staff Association (ASA);
  7. The Heads of Research; and
  8. Any other person appointed by the Deputy Rector in charge of Responsible Research and Innovation.
  9. The Deputy Director (Admin) of RMC (Secretariat);
