It is our pleasure to announce the opening of applications for Social Innovation and Social Research funds by the Ministry of Higher Education (MOHE) in 2025. In line with the Kajian Separuh Penggal Rancangan Malaysia Kedua Belas (RMK12), Strategi B2 to boost excellence in higher education, the MOHE has introduced the Social Innovation and Social Research Programme.

Objective

To promote innovation and social research that supports the development of an equitable society, in line with the Lonjakan 7 Pelan Pembangunan Pendidikan Malaysia (Pendidikan Tinggi) or PPPM(PT)(2015-2025). As leaders in the fields of research and education, higher education institutions (HEIs) play a role as problem solvers for the community.

Focus

i. Social innovation refers to new ideas, processes, or solutions that meet social needs more effectively, efficiently and sustainably;

ii. Social research refers to research that involves fostering the values of kindness in line with the aspirations of a Malaysia MADANI that contributes to community empowerment and social development;

The proposed projects and studies must be directed towards socio-economic goals and have a business model that has the potential to be developed and can contribute towards the well-being of society through the following aspects:

(a) increased productivity; or/and

(b) increased income of the community involved; or/and

(d) environmental sustainability.

Social Innovation

Duration: Not more than 12 months

Budget: RM300,000.00 (maximum)

1. Application must be submitted with an LOI from a Social Enterprise that has been recognised as a social enterprise by the Ministry of Entrepreneurial and Cooperative Development (KUSKOP);

2. Each social enterprise can only apply for one (1) program under this fund;

3. Priority to social enterprises that do not receive other funds/allocations from government ministries/agencies;

4. Application must NOT have any conflicts of interest in the social enterprises involved.

Social Research

Duration: Not more than 9 months

Budget: RM100,000.00 (maximum)

1. Application may collaborate with any of the following entities:

i. Government Linked Companies (GLC)
ii. Non-Governmental Organizations (NGOs)
iii. Cooperatives (Koperasi)
iv. Registered Associations

2. The beneficiary must be from the Malaysian community, targeting youth, retirees, rural communities, people with disabilities and non-governmental organizations; The beneficiary must NOT have any conflict of interest with the applicant institution;

3.The study must be completed within the specified time frame and no extension is allowed.

2. Include Letter of Intent (LOI) between researchers at the institution with social enterprises (for the Social Innovation Fund) and organization [(for Social Research Fund) if applicable]
