- The institution of the applicant should be an ASEAN IVO member, and the applicant should be the project leader. Non-members can submit proposals for new projects as project leaders, but they must apply for membership and obtain approval before the deadline for proposal submission.
- The members of the proposed project must be at a minimum 2 institutions total, and from at least 2 different countries in the ASEAN region.
- Multiple institutions from one country as well as NICT and other Japanese institutions are also welcome to be members of a project team but will not count towards this minimum requirement.
- Institutions that are not members of ASEAN IVO can also be members of the project team.
- Leaders of ongoing projects cannot make new applications.
- Researchers can join a maximum of 2 projects as a project member, including ongoing projects..
- All institutions of project members should provide a “Certificate Letter” to certify the researchers of the institution have been authorized as project members to join the project team and the institution is ready to sign a “Collaborative Research and Development Agreement” for the ASEAN IVO project..

Max. 40,000 US$/project/year. The budget allocation is subject to change based on NICT’s fiscal year budget situation.

Dear Colleagues,
We are pleased to announce the opening of the Harun M. Hashim Research Grant (HAREG) 2026. Below are specific terms for HAREG 2026 over and above the guidelines and procedures provided for HAREG.
OBJECTIVE
The objectives of the grant are as follows:
i) To intensify research on key areas of law;
ii) To advance the legacy of Harun M. Hashim in ensuring justice, integrity and fair play in conflict resolution and community relations at the national and international level;
iii) To support HMHLC and AIKOL in conducting research and impactful publication;
iv) To intensify the process of harmonisation of Shariah and law;
v) To produce quality programmes, modules and products for HMHLC;
vi) To provide aid to students indirectly through research grant.

This fund is to provide opportunity for AIKOL researchers to obtain grants and to embark on research activities. With that in mind, the preference under this grant is to award the grant to young researchers, particularly those who have yet to obtain a research grant.
Other eligibilities:
1. One principal researcher & a minimum of one (1) co-researcher
2. Open to all AIKOL academic staff
3. The applicant is not on study leave
DURATION OF THE GRANT
Research projects shall be completed within twelve (12) months from the approval date by HAREG Committee.
BUDGET
Considering the limited amount of fund available under the Harun M. Hashim Research Fund, in general, the amount of the grant that could be approved is RM5,000; and the funding scope of the Grant is limited to publication costs (RM 3000), Research Assistant (RM 2000) and approved limited travel for collection of data.
REQUIRED OUTPUT OF RESEARCH
- Researchers are required to publish (complete with evidence) a minimum of 1 article in Scopus Journal. The HAREG Committee may prescribe other outputs (in addition or in lieu) consistent with the objective of the Grant.
- Researchers shall expressly acknowledge HAREG, all fellow research collaborators and all sources of funding in any publication or publicity.
